Contractor licensing in Iowa

Iowa is one of the more centralized upper-Midwest states for trade licensing. The Department of Inspections, Appeals, and Licensing (DIAL) houses both the Electrical Examining Board and the Plumbing and Mechanical Systems Board, so electrician, plumber, and HVAC/mechanical licensing are all state-level. General contractors do not hold a state GC license but must register with Iowa Workforce Development. State-level trade licenses. - Electrical. The Iowa Electrical Examining Board licenses Class A and B Journeyman Electricians, Residential Electricians, Master Electricians, and Class A, B, and C Electrical Contractors under Iowa Code Chapter 103. The Plumbing and Mechanical Systems Board (PMSB) licenses Journeyperson and Master Plumbers and Plumbing Contractors under Iowa Code Chapter 105. PMSB also licenses journeypersons, masters, and contractors in each mechanical discipline under Chapter 105. Contractor registration. - Iowa Code Chapter 91C requires any person doing business in Iowa as a contractor to register with Iowa Workforce Development (IWD). Out-of-state contractors must also post a $25,000 surety bond under Iowa Code 91C.7. Cities such as Des Moines, Cedar Rapids, Davenport, and Iowa City maintain their own local registrations and permit requirements on top of the state credentials. Confirm local rules before estimating or permitting. Business registration. - Formation. Iowa LLCs are formed under Iowa Code Chapter 489 by filing a Certificate of Organization with the Iowa Secretary of State. The filing fee is $50 (online or mail). A Biennial Report is due April 1 in odd-numbered years at a $30 fee. Required if operating under a name different from the legal entity name. - Sales and use tax. Register with the Iowa Department of Revenue if selling taxable items or taxable services. Register with Iowa Workforce Development for unemployment and the Department of Revenue for withholding tax. A realistic Iowa trades launch involves (1) qualifying for and obtaining the individual trade license (journeyperson, master), (2) registering with IWD as a contractor under Chapter 91C (and posting the $25,000 bond if out-of-state), (3) forming the LLC or corporation with the Secretary of State, (4) obtaining DIAL contractor-level licensure with proof of insurance for the trade, (5) registering tax accounts, and (6) obtaining each municipal license required in your service area.
