Operates a separate county-level plumbing license regime. - Springfield. City of Springfield Department of Building Development Services. Business registration. - Formation. Missouri LLCs are formed under Missouri Revised Statutes Chapter 347 by filing Articles of Organization with the Missouri Secretary of State.
