Scope of Work

Montana First Class crane/hoisting operator license authorizes operation of all crane classes — the broadest Montana credential. Sub-types within the First Class include First-Class Crane Hoisting, First-Class Crane Hydraulic, First-Class Tower Crane, and First-Class Gantry and Trolley. Source: Montana DLI — Crane / Hoisting Operator Program License Information (https://boards.bsd.dli.mt.gov/crane-hoisting-operator-program/license-information/) and Mont. Admin. R. 24.135.516 (https://rules.mt.gov/gateway/RuleNo.asp?RN=24.135.516).

Legal basis

It is unlawful for a person to operate any crane and hoist equipment used in hoisting or lowering personnel or material that has a manufacturer's rating of more than 6 tons without first obtaining a license from the department.

Eligibility

Applicants must have no less than one year of experience in the operation of crane hoist equipment covered by the rule, at a minimum of 1,000 hours per year. Applicants must pass a physical examination within 180 days prior to a new application and pass both written and practical examinations as prescribed by the bureau. Passing score is 75% or higher.

Fees

Application via state exam: $100. Application via national certification recognition: $80. Renewal: $150 for First or Second Class.

National certification recognition

The department shall issue a First-Class or Second-Class crane and hoist engineer's license to any individual certified by the National Commission for the Certification of Crane Operators (NCCCO), or any other similar certifying organization that has been approved by the department as having qualifications at least substantially equivalent to the requirements of this state. Recognized programs cited by the program include NCCCO, CIC, OECP, NCCER, and EICA.

Federal overlay

OSHA 29 CFR 1926.1427 (Subpart CC) certification applies on top.

Renewal

Licenses expire one year from issuance. Editor verification required for current CE requirements (the program does not appear to impose state-level CE beyond the recertification cycle of the recognized national certifying organization).

Crane / Hoisting Operator Third Class — Oiler

Montana Department of Labor and Industry — Business Standards Division, Crane / Hoisting Operator Program
Experience
0 hrs
Exam
Montana DLI
Renewal
Every 1 yr

Scope of Work

The Montana Third Class crane oiler's license authorizes the holder to move truck cranes only. It does not authorize lifting/hoisting operations. The Third Class is the entry-level Montana credential and is used as a stepping-stone to the First or Second Class license. Source: Montana DLI — Crane / Hoisting Operator Program License Information (https://boards.bsd.dli.mt.gov/crane-hoisting-operator-program/license-information/) and Mont. Admin. R. 24.135.516 (https://rules.mt.gov/gateway/RuleNo.asp?RN=24.135.516).

Eligibility

No experience and no physical examination required for the Third Class oiler license. Applicant must be at least 18 years old and pass the written exam.

Fees

Application: $60. Renewal: $50.

Federal overlay

OSHA 29 CFR 1926.1427 (Subpart CC) certification rules apply to anyone actually operating a crane in lifting/hoisting; because the Third Class authorizes only moving the truck crane (not lifting), the federal Subpart CC certification requirement applies once the operator transitions to lifting work.

Renewal

Licenses expire one year from issuance.
