New York is a State Apprenticeship Agency (SAA); the Department of Labor operates the Apprenticeship Training Council directly. New York State does not issue statewide electrician, plumber, or HVAC licenses. NYC Department of Buildings issues Master Electrician, Special Electrician, and Master Plumber licenses for work within the five boroughs; counties and cities outside NYC set their own rules. Verify the local licensing authority for any jobsite outside NYC.
