Utah Highway Patrol (UHP) administers the Vehicle Safety Inspection program. Effective 2018, Utah eliminated annual passenger-vehicle safety inspections; mandatory state inspection is retained for commercial vehicles, heavy trucks/trailers/buses, and selected categories (including motorcycles in some contexts and street-legal off-highway/UTV scenarios). The Vehicle Safety Inspector credential remains required for any individual performing those inspections. Certification Categories
Utah issues three separate Vehicle Safety Inspector certifications: (1) Passenger Cars and Light Trucks; (2) Motorcycles; and (3) Heavy Trucks, Trailers, and Buses. Each certification is exam-gated separately. MTECH and other UHP-approved training providers offer combined courses (e.g., a 16-hour course covering both passenger/light-truck and motorcycle endorsements). Approval Authority
Utah Highway Patrol approves new safety inspectors and safety inspection stations and investigates complaints related to safety inspection stations and inspectors. Inspectors and stations manage their certifications through a UHP online portal that allows downloading official manuals, renewing licenses, purchasing inspection stickers, and managing station details. VIN/HIN Inspections

Note on Scope
Utah does not license individual general repair mechanics. The Vehicle Safety Inspector credential authorizes only the categories of state inspection retained after the 2018 reform. Technicians performing routine passenger-vehicle repair work in Utah without conducting state inspections do not need this credential.
