PA Certified Safety Inspection Mechanic
Pennsylvania Department of Transportation (PennDOT) — Bureau of Motor Vehicles, Vehicle InspectionScope of Work
Pennsylvania requires every safety inspection performed at a licensed inspection station to be conducted by a PennDOT-certified inspection mechanic. The certification is the individual credential that authorizes a technician to perform Pennsylvania's annual safety inspection (and, where applicable, emissions inspection in counties under the federal Clean Air Act enhanced I/M program). Class Tiers
Pennsylvania issues Class 1, 2, or 3 inspection licenses, distinguishing the categories of vehicles a mechanic is authorized to inspect. PennDOT offers a single 12-hour certification course covering Class 1, 2, or 3 safety inspection. Heavy-duty truck and trailer inspection requires additional category endorsements beyond the basic course. Training
Training is delivered only through PennDOT-approved schools under contract with the Department, with instructors in good standing trained by PennDOT. The course is 12 hours, including a written component and a hands-on practical component (the applicant must satisfactorily perform a complete inspection of a vehicle). Both components must be passed for certification. Minimum Age and ID
Applicants must be at least 18 years old and present a valid Pennsylvania photo driver's license at registration. Source: PennDOT Inspection and Safety Requirements (https://www.pa.gov/agencies/dmv/vehicle-services/inspection-and-safety-requirements).
Processing Time
After successful completion of the course and exams, the applicant receives a PennDOT safety inspection certification card in approximately 6 to 8 weeks from the course end date. Lapse and Renewal
If the inspection license expires, the mechanic must retake the 12-hour certification course in full to be re-certified. Maintaining the credential continuously avoids re-training. Facility Tie-In
The certified inspection mechanic credential is the individual side of Pennsylvania's two-credential inspection regime. The shop holds an inspection station license issued by PennDOT, and the shop must employ at least one PennDOT-certified inspection mechanic before it may legally operate as an inspection station.
