No Statewide HVAC License

Pennsylvania does not issue a statewide HVAC contractor or journeyman license. The Commonwealth's contractor framework runs through the Uniform Construction Code at the municipal level, not a central board. HVAC licensing depends on (a) federal refrigerant law, (b) the city or township where the work is performed, and (c) the statewide Home Improvement Contractor registration for residential remodeling. EPA 608 (FEDERAL). Under 40 CFR Part 82, Subpart F, technicians who maintain, service, repair, or dispose of equipment that could release ozone-depleting refrigerants or their substitutes must be certified. EPA lists four types: Type I for small appliances; Type II for high- or very-high-pressure appliances, except small appliances and MVACs; Type III for low-pressure appliances; and Universal for all equipment. Tests are given by EPA-approved certifying organizations and must match the equipment type. EPA states that Section 608 technician certification credentials do not expire. Philadelphia

The City of Philadelphia issues a Mechanical Contractor license through the Department of Licenses and Inspections (L&I). HVAC installation, alteration, and repair inside city limits is typically performed under this credential or a related mechanical trade license. Pittsburgh

The City of Pittsburgh Department of Permits, Licenses, and Inspections (PLI) administers business and contractor licensing inside city limits. Other Cities

Allentown, Erie, Scranton, Reading, Harrisburg, Bethlehem, and smaller boroughs each set their own contractor registration or license rules. Some require only a business registration; others require a trade exam and bond. There is no central roster. Before quoting a job, call the code-enforcement or building-permits office in the city or township where the work will occur and ask what is required.

PA HIC (STATEWIDE). The Pennsylvania Home Improvement Consumer Protection Act (HICPA, Act 132 of 2008) requires contractors performing home improvement work to register with the Pennsylvania Office of Attorney General when the annual value of that work exceeds the statutory threshold. HVAC replacement and installation in owner-occupied residences typically falls within the Act's scope. HIC registration is separate from any municipal trade license and does not replace EPA 608. Union Pathway

Pennsylvania HVAC and mechanical work is organized by several UA and SMART locals. UA Local 420 (Plumbers and Pipefitters, Philadelphia) and UA Local 449 (Pittsburgh) run joint apprenticeships that include HVAC/refrigeration scope. Sheet Metal Workers Local 19 (Philadelphia region) runs sheet-metal and HVAC-duct apprenticeships. Union apprenticeship is one pathway among several; non-union shops and community-college HVAC programs also lead to qualifying experience for EPA 608 and municipal licensure.
