Scope of Work

A Delaware Master HVACR is authorized to perform, contract for, and supervise heating, ventilation, air conditioning, and refrigeration installation work and to pull related permits. A Master HVACR Restricted license covers a more limited scope defined by Board rule. The Delaware Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners, within the Division of Professional Regulation, administers HVACR licensure under 24 Del. C. Experience and Training

Two qualifying pathways for licensure by examination: (a) with qualifying Journeyman certificate: at least 2 years of work experience under the supervision of a licensed Master HVACR after obtaining the Journeyman certificate; or (b) without qualifying Journeyman certificate: at least 7 years (approximately 14,000 hours) of work experience under the supervision of a licensed Master HVACR. Apprentice registration through the Delaware Department of Labor is a prerequisite. EPA 608 (Federal). Under 40 CFR Part 82, Subpart F, technicians who maintain, service, repair, or dispose of equipment that could release ozone-depleting refrigerants or their substitutes must be certified. Renewal and CE

2-year renewal cycle. For HVAC/R professionals, the Board requires 6 hours of continuing education per renewal cycle: 3 hours on the International Mechanical Code and Fuel Gas Code, plus 3 hours on safety, ethics, or business practices. Reciprocity

Delaware maintains reciprocal arrangements with specific states for Master HVACR licenses obtained by examination. Applicants licensed in another state should submit a license-verification letter and confirm current terms with the Board.

Union and Non-Union Pathway

Delaware HVAC apprenticeships run through UA-affiliated Plumbers and Pipefitters Local 74 (where refrigeration is in scope), Sheet Metal Workers Local 19 (regional), and non-union programs registered with ACCA of Delaware, PHCC of Delaware, and ABC Delaware. Delaware Technical Community College provides HVAC and refrigeration curricula leading to EPA 608 certification. Presented neutrally; verify current intake with each program.

Scope Limitations

Only a Delaware Master HVACR (or a firm employing one as Master of record) may contract for HVACR work and pull related permits in Delaware. A Master HVACR Restricted license carries a narrower scope defined by Board rule.
