Nebraska does not issue a statewide HVAC or mechanical license. HVAC contractors and technicians are licensed at the city level through municipal licensing boards. A contractor operating across Nebraska navigates separate registrations in each jurisdiction.
Largest City Regimes.
- Omaha. The City of Omaha Planning Department Air Conditioning / Air Distribution (ACAD) Board administers HVAC licensing in Omaha. Omaha recognizes three ACAD license levels: ACAD Apprentice, ACAD Journeyman, and ACAD Master. Each level has documented experience, exam, insurance, and bonding requirements set by the Omaha Municipal Code. - Lincoln. The City of Lincoln Department of Building and Safety administers HVAC licensing in Lincoln, with apprentice, journeyman, and master categories, exam, insurance, and bonding requirements set by the Lincoln Municipal Code. - Other cities. Grand Island, Kearney, Bellevue, and other Nebraska cities maintain varying HVAC licensing frameworks.
Code
Nebraska cities commonly adopt the International Mechanical Code (IMC) and the International Fuel Gas Code (IFGC) with local amendments. Code adoption and amendments are set by ordinance.
State-Level Compliance That Does Apply.
- EPA Section 608. Technicians who service, maintain, or dispose of equipment containing regulated refrigerants must hold current certification under 40 CFR Part 82 Subpart F. This is a federal requirement that applies statewide regardless of municipal licensing status. The Nebraska Secretary of State handles entity formation and registered-agent filings. - Tax and employer accounts. The Nebraska Department of Revenue administers sales, use, and withholding taxes. Nebraska Revised Statutes Chapter 48 generally requires employers with one or more employees to carry workers' compensation coverage.
