HVAC Contractor Registration

Scope of Work

Under Wis. Admin. Code § SPS 305.70, a person, entity, or business that engages in installing or servicing heating, ventilating, or air conditioning equipment in Wisconsin is required to hold an HVAC Contractor registration from DSPS. Exemptions apply to work on property the registrant owns or occupies, and to electrical or plumbing work associated with HVAC systems (which remains governed by the electrical and plumbing credentials). A business that employs a person holding an HVAC Qualifier certification is deemed a certified HVAC business. Experience and Training

The HVAC Contractor credential is a business registration rather than an individual credential. Application is made on DSPS Form 3121 and includes identification of the HVAC Qualifier or Master HVAC holder of record, worker's compensation insurance documentation (Wis. Stat. ch. 102), proof of business registration with the Wisconsin Department of Financial Institutions, and the required fee calculated in LicensE. Military Crosswalk

The contractor credential is issued to a business entity, so the military crosswalk applies to the HVAC Qualifier of record, who separately qualifies for their individual credential under Wis. Stat. § 440.052. DSPS credits verified military HVAC experience toward the HVAC Qualifier credential.

Exam

Reciprocity

The HVAC Contractor registration is a Wisconsin business credential and is not reciprocal with other states. A business based in another state applies by meeting the Wisconsin requirements, including identification of an appropriate Qualifier of record.

Renewal and CE

Continuing education is not required for the HVAC Contractor credential itself; the HVAC Qualifier of record is separately responsible for maintaining their individual credential.

Scope Limitations

The HVAC Contractor registration authorizes business operations but does not authorize individuals to perform HVAC work without the appropriate individual credential. Electrical work beyond the incidental connection of HVAC equipment requires a Wisconsin Journeyman or Master Electrician credential under a licensed Electrical Contractor. Plumbing work beyond condensate drains and fuel-gas piping directly serving HVAC equipment requires a DSPS plumbing credential. Refrigerant handling is governed by EPA Section 608.

An HVAC Qualifier is an individual credential authorizing the certified individual to engage in or supervise the installation or servicing of heating, ventilating, or air conditioning equipment. Under Wis. Admin. Code § SPS 305.70, a person or entity that utilizes an HVAC Qualifier is deemed a certified HVAC business and in most Wisconsin municipalities may not be required to obtain an additional local certification to engage in this business. Experience and Training

At least 1,000 hours per year for at least 4 years (4,000 hours minimum) of experience supervising or performing the design, installation, servicing, or maintenance of HVAC systems or equipment, OR acceptable alternative education as provided in SPS 305.70. Military Crosswalk

DSPS credits verified military HVAC experience under Wis. Stat. § 440.052. Relevant MOS examples include Army Utilities Equipment Repairer (91C), Navy Utilitiesman (UT), Air Force HVAC (3E1X1), and Marine HVAC Mechanic (1161). Applicants submit DD-214 and training transcripts with the DSPS application through LicensE.

Exam

Administered by DSPS via LicensE (license.wi.gov). The HVAC Qualifier exam reflects the Wisconsin Commercial Building Code (Wis. Admin. Code ch. SPS 364 and related HVAC chapters), International Mechanical Code (IMC) sections adopted by Wisconsin, International Fuel Gas Code (IFGC) sections adopted by Wisconsin, combustion and venting, refrigeration fundamentals, duct design, load calculation, controls, and Wisconsin-specific rules. Federal EPA Section 608 refrigerant-handling certification is required for any technician who opens refrigerant circuits; EPA 608 is separate from the HVAC Qualifier and is issued by an EPA-approved certifying organization. Fees are calculated in LicensE at application.

Reciprocity

Wisconsin does not maintain a broad HVAC Qualifier reciprocity list. Out-of-state HVAC applicants apply through LicensE and are evaluated for equivalent experience and training. Verify current reciprocity on the DSPS HVAC Qualifier page.
