Scope

Idaho licenses HVAC work at the state level through the HVAC Bureau at the Division of Building Safety (DBS) under Idaho Code Title 54 Chapter 50 (Heating, Ventilation, and Air Conditioning License Act). DBS issues HVAC Apprentice, HVAC Journeyman, and HVAC Contractor licenses, plus narrower specialty classifications. Classifications.

- HVAC Apprentice: registered apprentice status, works under a licensed Journeyman or Contractor. - HVAC Journeyman: individual journey-level license after 8,000 hours of apprentice experience plus exam. - HVAC Contractor: firm-level license, required to contract for HVAC work in Idaho. Must designate a qualifying Journeyman HVAC or equivalent. - Specialty classifications (Limited, Residential Gas, Mechanical) with narrower scope.

Qualifying Party

Every HVAC Contractor license is held by a business entity and must designate a qualifying party responsible for the technical operations of the business. Experience

For a Journeyman HVAC, a candidate must document 8,000 hours of practical HVAC experience as a registered apprentice under the supervision of a licensed Idaho HVAC Journeyman or Contractor. For the HVAC Contractor license, the qualifying party must hold the Journeyman credential plus the experience required by DBS rule.

Exam

Administered by DBS directly or by a contracted testing vendor listed on the DBS HVAC licensing page. The exam is based on the International Mechanical Code and International Fuel Gas Code editions currently adopted by Idaho plus Idaho-specific law and rule under IDAPA 07.06. EPA 608

Any technician handling refrigerant must also hold an EPA Section 608 certification (Type I, II, III, or Universal) under 40 CFR Part 82 Subpart F. EPA states that Section 608 credentials do not expire. Source: EPA Section 608 (https://www.epa.gov/section608/section-608-technician-certification).

Bonding

Idaho does not impose a statewide HVAC license bond on DBS HVAC contractor licensees. Insurance is addressed separately below.

Reciprocity

Idaho has HVAC reciprocity agreements with neighboring states under Idaho Code 54-5015 and IDAPA 07.06. Verify the current reciprocity list on the DBS HVAC licensing page before relying.

Renewal and CE

Idaho HVAC licenses renew annually under Idaho Code 54-5009. Journeyman and Contractor HVAC licensees must complete approved continuing education each renewal, including mechanical and fuel-gas code update instruction, per IDAPA 07.06. Scope Limits

An HVAC Journeyman performs installation, maintenance, and repair of HVAC and refrigeration systems under the supervision of an HVAC Contractor. The journeyman cannot pull permits in the journeyman's own name; permits are pulled by the licensed HVAC Contractor.
