SCOPE

Virginia's Board for Contractors, through the Department of Professional and Occupational Regulation (DPOR), licenses individual tradesmen in three classes: Apprentice, Journeyman, and Master. The framework covers electrical, plumbing, and HVAC trades under Virginia Code Title 54.1, Chapter 11 (§ 54.1-1128 et seq.). An HVAC tradesman is any individual who engages in heating, ventilation, and air conditioning work for the general public for compensation. Individuals working under direct supervision of a licensed tradesman are exempt from the individual license requirement. Apprentice HVAC

Apprentice status is obtained through enrollment in a registered apprenticeship program or equivalent structured training. Virginia does not issue a separate apprentice license under 18 VAC 50-30; apprentices work under a licensed tradesman's supervision while accumulating experience that counts toward Journeyman qualification. Completion of an approved apprenticeship can exempt the candidate from portions of the Journeyman examination. Source: 18 VAC 50-30-50.

Journeyman HVAC

Under 18 VAC 50-30-39 B, an HVAC Journeyman applicant must meet one of the following experience-and-education combinations: bachelor's degree in a related engineering curriculum plus 1 year of experience; associate degree or two-year certificate plus 2 years; 240 hours of formal vocational training plus 4 years; 160 hours plus 5 years; 80 hours plus 6 years; 40 hours plus 7 years; or 8 years of documented experience with no formal education. The 4-year / 240-hour path is the most common combination and the basis for the 8,000-hour equivalence shown here. Master HVAC

Under 18 VAC 50-30-39 D, Master HVAC qualification requires either holding a valid Journeyman HVAC license for at least one year, or 9 years of practical experience in the trade. A Master HVAC license authorizes the full scope of the trade and is often paired with a Class A, B, or C Contractor license at the business level. Source: 18 VAC 50-30-39 D.

Exam

Administered by PSI Services at Virginia test centers with additional sites in neighboring states. The HVAC Journeyman exam covers the Virginia Uniform Statewide Building Code (VUSBC) Mechanical provisions, which adopt the International Mechanical Code with Virginia amendments; refrigeration, ducting, venting, combustion air, and boiler topics are within scope. FEES

Initial Journeyman tradesman license fee is $150 (18 VAC 50-30-90 B). The Journeyman exam fee is capped at $200 per 18 VAC 50-30-100. Renewal fee is $160 per three-year cycle (18 VAC 50-30-120 G). Verify current fees on the DPOR Tradesmen page before applying.

EPA 608 Federal

Separate from state licensure, any technician who maintains, services, repairs, or disposes of equipment that could release ozone-depleting refrigerants or their substitutes must hold EPA Section 608 certification under 40 CFR Part 82, Subpart F. EPA lists four types: Type I for small appliances; Type II for high- or very-high-pressure appliances except small appliances and MVACs; Type III for low-pressure appliances; and Universal for all equipment. Tests are given by EPA-approved certifying organizations and must match the equipment type. EPA states that Section 608 technician certification credentials do not expire. Renewal and CE

Virginia Code § 54.1-1132 sets the tradesman license term at three years from the date of issuance. Under 18 VAC 50-30-120 C, three hours of board-approved continuing education are required per designation per renewal cycle, covering applicable building code changes. For HVAC, this means the International Mechanical Code as adopted by the VUSBC. Renewal is completed through DPOR online services; failure to renew before expiration triggers late fees and, after prolonged lapse, reinstatement or reapplication requirements. Reciprocity

Virginia does not publish a standing list of reciprocal states for HVAC tradesman licensure. Out-of-state applicants may qualify for the Journeyman or Master exam based on documented experience and education meeting the 18 VAC 50-30-39 pathways; equivalent out-of-state licensure can count toward experience. Confirm current policy with the Board for Contractors before relocating.

Contractor License Distinction

A Tradesman license authorizes an individual to perform HVAC work as an employee; it does not authorize the holder to contract for HVAC work in the holder's own name. Bidding, contracting, and pulling permits for HVAC jobs in Virginia requires the firm to hold a Class A, B, or C Contractor license with HVAC specialty designation from the Board for Contractors, with a qualified individual (typically a Master HVAC tradesman) of record.
