Heating and Air Conditioning Contractor

The Alabama Board of Heating, Air Conditioning & Refrigeration Contractors (HACR) issues three classifications under Ala. Code Title 34, Chapter 31A: Apprentice (works under a licensed contractor), HVAC Contractor (installs, services, and repairs heating and/or cooling equipment), and Refrigeration Contractor (commercial refrigeration). Experience and training
Applicants qualify through one of three pathways:
- Two-year registered apprenticeship under a licensed HVAC contractor (registration fee $25 per certificate; $50 for both HVAC and refrigeration). - 3,000 hours (approximately 18 months) of supervised work experience under a HACR licensee within the past 5 years, verified with W-2 forms and notarized affidavits. - Graduation from an approved HVAC program at an Alabama community college or technical school.

Exam
The examination fee is $175 per exam ($350 for both HVAC and Refrigeration). Administered by HACR's contracted vendor. Source: HACR (https://hacr.alabama.gov/).
Fees
Active license fee is $220 annually. Inactive license fee is $110 annually. A performance bond in the amount of $20,000 is required for the active license. Source: HACR New License Application (https://hacr.alabama.gov/new-license-application/).
Renewal and CE
Every HVAC contractor must complete 4 hours of continuing education each year. A contractor may take up to 8 hours in a single year and carry 4 hours forward to the next renewal cycle. EPA 608 federal overlay
An Alabama HVAC license does not substitute for federal EPA Section 608 Technician Certification required for any technician who maintains, services, repairs, or disposes of stationary equipment containing regulated refrigerants. Municipal layer
Permits are pulled at the local building department. Cities may require additional registration.
